What is Better? A WordPress Blog or a Basic Website

You spent thousands of dollars to have a nifty and flashy website. You went out and bought expensive website building software only to be disappointed when it comes to getting traffic to your website.
Why?
You should be using a format like WordPress which is FREE. A self-hosted WordPress blog can get your website ranked high in the search engine rankings as well as get you ranked fast. This is partly because it makes it easier for you to add fresh content anytime you want without having to edit the design of your site.
Not only will a self-hosted WordPress blog help you with the search engines, it will also get your customers to interact with your brand. They can leave comments about your great brand or they can tell you what you need to do to improve your product.
A self-hosted WordPress blog should be the hub or home of your social media campaign.

I’m a n00b. How can I use a WordPress site to promote myself as a graphic artist and still have an accessible online portfolio?

Jason, Your WordPress site can be a complete online portfolio by uploading pictures with descriptions. Make sure you use keywords in your content like your location and anything related to graphic arts.
You can also make a page of thumbnails on a separate page and when a reader click on them they will be enlarged. Each media file on WordPress actually gets its own domain.
Make sure you tag the photo properly too. This will help in an image search as well.
